REVIEW OF MEETING WITH THE LBA Joeci Gilchrest and Adam Burney met with Wendy Drennan from the Lunenburg Business Associates (LBA) in October. The LBA is looking to help connect businesses with assistance, support, and exposure to other businesses. These businesses are mainly small but are eager to work with the town and community to give back, especially since these local businesses revolve around the people who live and work in the community. A priority of the LBA is to create more community-focused events within the town as well as starting new events. The LBA is interested in re-starting the town fair with the help of the Lions club and town participation. Additionally, Anna Lockwood and the parks commission have shown interest in hosting events such as movies at Marshall Park. The LBA also wants to collaborate and provide material for the Information packet that is being created. IV. EDC MISSION STATEMENT Additional discussion about creating a town mission statement specifically for this group. Without the people, business owners don’t have anything and without businesses, we don’t have an economy. Cathy Clark proposed a drafted mission statement to “help facilitate economic growth in the community and provide resources and tools to promote future growth”. The goal of the mission statement must place emphasis on: Present and future business and growth within the town. Facilitating economic growth in the community. Attracting new business. Provide, identify, and connect businesses with resources. Facilitate mutual awareness of existing businesses and cross-pollination of businesses. Cathy Clark will type up her statement and provide an email with a rough draft for members to review and add additional information. V. PROPOSED ZONING CHANGE 199 This location is formally the Chapdelaine auto dealership. A smaller portion of the land abutting the street is listed as commercial land. The remaining acreage is listed as residential. A citizen petition was presented at a town meeting to rezone the entire 16 acres as commercial land. There may potentially be a change of use or expansion of use for this location. The planning board is petitioning to change the use to a special permit. VI. BUSINESS UPDATES A. LUFA Farms, 361 Mass Ave. No additional updates besides the purchase and sales agreement have been signed. B. Lunenburg Central, 475 Leominster Shirley Rd. A large building is in the process of being constructed. Currently, the use of the building has not been specified. There are roughly a half dozen residents looking into occupying this building. Once the building is weathered tight, they will start negotiating leases. The anticipated date of operation is April 2023. C. 88 Mass Ave. The final approval and special permit have been completed by the planning board for their site plan. A special permit from the zoning board is for a shopping center. In addition to the businesses already at this location, the new addition will be dividing the building into 2 to 3 uses. All the property line issues have been squared away. VII. COMMITTEE DISCUSSION/CONCERNS The primary school is potentially getting torn down starting in the spring. The bids have been awarded. Cathy Clark has created a Facebook page but has not been published. Adam Burney has researched and investigated social media policy and believes it should be okay if it’s informational and not editorial. Adam Burley will speak with Heather Lemieux to confirm endorsement. There will be restrictions on not letting the public post pictures and publish comments. Feedback on Business Development Guide There was a brief discussion about the Business Development Guide. An email with a rough draft will be sent to board members to review and submit feedback to Adam Burney. VIII. MEETING SCHEDULE The next meeting is scheduled for December 22nd at 6 PM. Roy Nascimeto at December Meeting? Roy Nascimeto has reached out to Cathy Clark regarding attending the upcoming meeting. Roy is the head of the North Central Chamber of Commerce and has previously presented to the Lancaster Economic Development Committee. Cathy Clark will email the economic development plan that was developed by the North Central Chamber of Commerce for members to review prior to meeting. IX. ROLL CALL Matt Brenner (Planning Board), Adam Burney (Land Use Director), Cathy Clark (Economic Development Chair), Jeanne Dupre (Economic Development Member), Lou Franco (Select Board), Joeci Gilchrest (Lunenburg Business Association), Anna Lockwood (Open Space Representative). II. PUBLIC COMMENT There has been concern related to the lack of parking in the center of town. Board members have agreed that a MASS DOT fluorescent sign would be ideal, creating a crosswalk between The Village Plaza and the old primary school location. This would be created to slow down traffic and create ease of access crossing the street. Ultimately, this will help create and facilitate additional parking for local businesses. Cathy Clark will get input from the DPW, Police, and the Selectboard regarding the next steps. Joeci Gilchrest wants to hold an event for local business owners to meet and greet. Joeci Gilcreth will meet with the LBA (Lunenburg Business Association) to discuss plans and set a date in the near future. III. BUSINESS UPDATES A. LUFA Farms 361 Mass Ave No additional updates and no additional filings. B. Lunenburg Central, 475 Leominster-Shirley Rd. The site and shell have been created and built. The site is now looking for clients/tenants who may be interested in renting a portion of the location. Once a tenant has been obtained, the interior design and layout will take place based on the individual’s business plan. The company that built this structure is also looking into potentially purchasing the land across the street. C. Site Preparation Grant A pre-application for Leominster Shirley Road has been submitted to address current and future potential issues at Reservoir Road and Fort Pond Road intersections. A planning grant will be used to create a road and design an intersection to address some of the site distance issues at Shirley Leominster Road and the intersection issues at Fort Pond Road and Reservoir Road. This design will be used in the future to require mitigation from future developments or apply to mass works for construction funding. Currently, there is a 10% design set for Fort Pond Road. This will assess potential issues of traffic impacts from the Lunenburg central project. Geometric changes may need to take place based on the volume of truck and car traffic. The town will likely apply for the grant if the select board members are supportive. D. Children’s Play Place – 88 Mass Ave. There has been an inquiry about putting a children’s play place. This would be a creative space with a make-believe town. E. Ninja Academy A new business in town that is now open. They are located at 321 Massachusetts Ave. F. Lakeview Plaza on Electric Ave. There has been interest in opening a salon at this location. G. 466 Electric Ave. Ruby’s Donuts has shown interest in opening at this location. H. Il Forno The owner has been talking to the building commission regarding expansion. I. Gas station – 451 Mass Ave. The tank and awning will be removed in the next few months. The structure itself will be staying and eventually will be up for rental. J. 43 Summer Street The building is making process. IV. Master Plan Update A public forum will kick off in June. This will be used to get people’s input and collect data. The committee will regroup in early fall. Ultimately, the full plan will be ready to present at the Town Meeting in 2025 V. COMMITTEE DISCUSSION/CONCERNS Feedback on Business Development Guide Email addresses will be added under Key Contacts in Lunenburg page. Members have raised concerns that there are additional materials that are listed on the development guide that may not apply to all businesses. Adam Burney will add the caveat that not all materials apply to everyone’s situation. Adam Burney will ensure that all linkable items in the guide are linked. Lou Franco inquired into who the “us” is on the introduction page. This will be changed to add Adam Burney as the contact info. Matt Brenner will be sending a pdf with potential formatting issues. VI. MEETING SCHEDULE May 18 at 6 PM. VII. PUBLIC COMMENT Adam Burney will be creating a Zoom option for upcoming meetings. VIII. ADJOURN Motion to adjourn at 8:12 PM by Anna Lockwood, seconded by Joeci Gilchrest. ======================================================================================== DOCUMENT : 2023-05-18-agenda-1981.txt BOARD : economic-development-committee DATE : 2023-05-18 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/economic-development-committee/2023-05-18-agenda-1981.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_05182023-1981 ======================================================================================== ===PAGE 1=== Tel: (978) 582-4147 Fax: (978) 582-4353 960 Massachusetts Avenue Lunenburg, MA 01462 THURSDAY May 18, 2023 6:00 PM RITTER MEMORIAL BUILDING 960 Massachusetts Ave. Lunenburg, MA 01462 The following information is also provided for members of the public that would like to participate in the meeting remotely: To Participate Remotely: From a computer, please use the link below to join the public meeting webinar: https://us02web.zoom.us/j/89383014917or from a telephone, dial the toll free number (888) 475-4499 and enter Webinar ID: 89383014917.
